Yes, you lot unlock 'em, like Draekus said. It also saves, so if you get a ton of heads and skins for, oh say, Krieg, you can use 'em for whatsoever playthrough you lot practise for him. Aforementioned with any graphic symbol.
What the others said, but I recollect that's what you meant by "per account" actually, not "per character". Unlock a Salvador head/pare once with Maya and information technology will be available for all your Salvadors at any time forever, right from character creation. Have ten Salvadors and give them all the same head/skin, doesn't matter.
Per account, you can use them on the advisable characters as many times as yous want. The cosmetics are for specific characters though, so a Maya head or skin just works on Maya.
Characters are saved in .sav files.
Heads, skins, Golden Keys, Badass Ranks (and Claptrap's Stash) are saved in a special file known every bit the Profile.bin file. (Which is also saved in the aforementioned folder every bit the .sav files).
I strongly propose (Googling the path to your save folder and) making a fill-in of your entire salve folder. Do and so periodically. Often even.
